Do I Need A Memcal or Reprogrammed PCM?

You either need a memcal or a re-programmed PCM as they are both basically the same thing. 

From VN to VT the ECU/PCM (Power Control Module) as well as the L67 powered VX/VY models were fitted with a removable chip (MEMCAL) which contains the engine tune.

The later VX/VY models (ecotec) have a PCM that has been fitted with flash memory which can only be updated by hooking it up directly to a laptop or tuning equipment using a data cable.  In this case, we have to send out a complete PCM unless you send us your original one first.
