With fitting Mace's manifold insulator to a NSW car, will it still meet NSW registration laws?

Technically any aftermarket non genuine engine products (standard or performance) are illegal, unless it has the appropriate ADR certification for that specific vehicle. In practice though, considering the insulator could be classed as an over sized gasket, one would have to be incredibility unlucky for a vehicle fitted with them to fail a roadworthy test
