We normally recommend that people attempt to install the manifold insulator first, however if you're concerned about the installation process, then the cold air intake would be easier and more forgiving to install
Change the air intake, then maybe down the track install a manifold insulator, all depends on the funds and ease of installation/tool limitations(currently have a box with imp/met spanners and sockets, some allens etc, basic)
